Tom graduated college with a Bachelor of Science degree in Engineering and worked as a civil engineer for 3 years before heading off to law school. Given his background in engineering, Tom’s main practice areas focus on claims involving the interplay between engineering experts and coverage issues.
In 2009, Tom was hired as In-House Counsel for a Florida domestic property insurer and worked in that capacity for over two years. During that time, he played a principal role in successfully implementing strategic initiatives to reduce loss ratios and expenses. As an insurance defense attorney, he has represented more than 20 insurance carriers in the State of Florida on all types of litigation involving property insurance claims.
Tom has also taught continuing education seminars, participated in legislative panels on property losses, and authored articles instructing insurance companies on claims handling, litigation strategy, and loss mitigation plans, as well as case law and legislative updates. In August 2012, Tom was one of two attorneys in Florida selected by the Florida Conference of Circuit Court Judges to teach property insurance at their annual meeting. Additionally, Tom will also be a featured presenter at the 2016 WIND Conference in Orlando, FL. Throughout his career in Florida, Tom has assisted insurance companies in developing strategies to identify abnormalities in loss ratios and to correct those anomalies within the framework of Florida law.
Additionally, Tom worked diligently to assist the industry wide effort to successfully pass SB408 through the Florida Legislature. Among other important areas, that Bill addressed the sinkhole claims crisis in Florida. Following that effort, Tom drafted and developed policy forms designed to further protect insurers from the negative effect of marginal sinkhole claims. Tom participated in meetings with the OIR on memorializing the new legislation into policy forms, and also drafted legal memoranda supporting the proposed changes. Tom has also assisted insurers to develop strategies to address the impact of water losses.
